In­form­a­tion, con­tact points and con­tact per­sons re­lat­ing to the work­place

The contact for IT issues is the ZIM for employees in the faculties and the Specialised administrative procedures for employees in the central university administration. The ZIM Media is the contact for the media technology infrastructure.

The university account (as the basis for your e-mail address and other services) is applied for via a self-registration form at the ZIM. Once the application has been processed, the ZIM will send a transaction number / TAN via internal mail (please specify field and room number), which will be used to create the university account. Further information and the forms can be obtained from ZIM.

In the ZIM service portal you can apply for various IT services at the university and make settings for your university account.

Your contact details and any other personal information (CV, office hours, etc.) for the Paderborn University website are stored in the person manager. You can edit these yourself. Make sure you update the information regularly.

Lecturers also need access to PAUL, Paderborn University's online platform for planning and organising teaching and studies (information sheet for lecturers). The online learning platform PANDA is also available to support your learning events.

For employees of the central university administration, a ZV email address is set up directly by the Specialised administrative procedures when they start work. A ZIM university account is not mandatory here.

Paderborn University has an occupational health and safety management system in place, which is a binding directive issued by the university administration. Information on occupational health and safety and environmental protection at Paderborn University can be found here. Unit 5.3 is responsible.

Safety at work

The safety at work spechialists in Unit 5.3 advise and support the university administration and all managers in all matters relating to occupational health and safety, accident prevention and the humane organisation of work. They advise all employees on the selection of personal protective equipment. This is procured centrally and made available in the ZSL building.

Occupational health management (BGM)

In order to ensure holistic occupational health management, the Healthy University Working Group aims to initiate and implement health-promoting living and working conditions at Paderborn University. For all employees, the health pass summarises the measures and offers within the framework of health promotion on an annual basis.

Chemicals and waste

Chemicals are purchased centrally and are available at the chemicals counter. Hazardous waste is disposed of via the Central Hazardous Waste Storage Centre (ZSL building).

Company medical service

The company doctor advises the university management and executives on all matters relating to occupational health and safety, accident prevention and the humane organisation of work. He advises all employees on the above-mentioned issues and carries out occupational health examinations.

Fire protection

The current fire safety regulations are published in the official notices no. 170.14 in German and English. A printed version of the fire safety regulations Part B and Part A (notices - laminated) can be obtained from Department 5.3.

Occupational accidents

Paderborn University employees are insured with the North Rhine-Westphalia Accident Insurance Fund. Accidents/accident reports must be reported immediately to the relevant personnel officer in the Human Resources Department.

The scope of weekly working hours is regulated by the collective agreement for the public service of the federal states (TV-L) and the regulation on weekly working hours for civil servants. The following regular weekly working hours apply depending on age and, if applicable, taking into account a severe disability:

The TV-L applies to employees covered by collective agreements:
Regular weekly working time39 hours 50 min.
With a degree of disability of 80 or more39 hours
For regular shift work38 hours 30 min.

In the case of part-time employment, the weekly working hours are reduced in accordance with the employment contract agreement. The distribution of weekly working hours is generally based on the needs of teaching and research and must be agreed with the respective supervisor.

The working time for civil servants (does not apply to [junior-] professors) is currently 41 hours/week. Upon reaching the age of 55 or 60, the working hours are reduced to 40 or 39 hours respectively. Different regulations apply for severely disabled civil servants (see § 2 para. 1 AZVO NRW).

Please contact your personnel officer to clarify any questions regarding the scope of working hours.

Unit 1.4 (Lars Spischak) is responsible for all procurement at the University (unless Section 5, the University Library or the Central IT and Media Services (ZIM) are responsible). Information and forms on procurement can be found on the page of Unit 1.4.

The principle of centralised procurement applies, i.e. only Unit 1.4 - not the Requirement Centre (with the exception of direct purchases up to EUR 3000 net) - is responsible for procurement (you can find more information in the procurement guidelines).

What do I do with incoming invoices?

After receiving an invoice, please check whether the delivery and the invoice amount correspond to the order. You then forward the processed invoice to Unit 1.1 with a completed and signed account assignment sheet.

What does "mathematical correct" and "factually correct" mean?

The confirmation of mathematical correctness confirms that the invoice amount is correct and that all agreements relevant to the amount (discounts, rebates, due dates) have been observed. The confirmation of factual correctness confirms that the delivery on which the invoice is based has been made or fulfilled completely and properly (i.e. in accordance with the order and agreement). The authorisation to "confirm factual correctness" is granted upon request by Unit 1.1 (Heike Bunse, Tel. 5253). Anyone who belongs to at least pay group 3 is authorised to sign "mathematically correct".

Occupational Integration Management (BEM) supports sick employees in their return to work. The willingness of all parties involved to engage in dialogue and reach a consensus promotes and maintains the health of employees in the workplace in the long term, overcoming periods of incapacity to work and preventing future ones. This secures the employment relationship in the long term.

Employees, whether full-time or part-time, temporary or permanent, who are unable to work for more than 6 weeks in a 12-month period are entitled to occupational integration management. It is irrelevant whether it is a continuous long period of illness or several short ones.

Participation in a BEM is of course voluntary and has no consequences under labour law, regardless of whether the employee decides to participate or not.

In the event of faults in the telephone systems, lifts and other technical building equipment, please contact the Technical Operations Service (Stefan Müller).

Employees have the option of applying for a combined staff ID/library card or a library card via the ZIM service portal. Information on how to apply for and collect a library card can be found on the University Library website.

Business trips to carry out official business away from the place of work may only be carried out after consultation with superiors and approval by the travel expenses centre (see business trip request forms).

Business trips at the place of work are permitted if they are necessary for the proper and faster completion of a matter. They must be authorised in advance by the immediate superior (verbal authorisation is sufficient).

The provisions of the Travel Expenses Act apply to business trips.

Please settle your travel expenses immediately after the end of the business trip; this gives you the advantage that receipts and data are available, your expenses are reimbursed quickly and the six-month deadline for settlement is observed.

Print, scan and copy jobs can be ordered from the central print shop operated by Customised Business Services GmbH. The central printing service offers the following services, among others:

  • Printing/copying/plotting (DIN A6 up to and including DIN A0, material 80 - 300 g/m?), also canvas on stretcher frame
  • Post-processing and preparation: stapling, hole punching, folder assembly, booklet making, binding (thermal binding, hardcover, metal spiral binding, plastic spiral binding, adhesive binding), cutting, folding, laminating, digital document collation
  • Scanning: Digitisation of drawings, folders, contracts; delivery in PDF file format, data backup on USB stick, dispatch by e-mail
  • Other: Printing of business cards (see corporate design manual), production of labels

You are entitled to holiday leave after 6 months of employment. Before the end of the probationary period, you may be granted holiday leave in proportion to the length of employment. All employees whose working hours are spread over five days in a calendar week are generally entitled to 30 days of annual leave (for full years of employment).

Holiday leave must be taken by the end of a holiday year, i.e. a calendar year. For employees covered by collective agreements, any remaining leave not taken by the end of the following calendar year is forfeited. For civil servants, holiday leave must be taken by the end of March of the year after next.

Please apply for holiday leave in good time using the ATOSS time management system. You can access this at https://zeiterfassung.uni-paderborn.de/ with your personal ZIM account (only accessible externally via VPN). Leave may only be taken with prior authorisation. Members of the professorial group must notify the Dean's Office of their leave in good time before taking it. Persons with teaching duties must always take their leave during the lecture-free period.

Severely disabled and disabled employees receive additional leave. The prerequisite for this is that the Human Resources Section has corresponding proof of the disability from the pension office.

Leave from work or special leave, which can be granted for personal reasons such as the birth of a spouse, childcare in the event of illness, the death of a close relative or for a work or service anniversary, must also be applied for digitally in ATOSS and approved via the workflow there.

In many fields, participation in the working time recording system is mandatory for non-scientific staff; in some fields it is optional. Academic staff also have the option of voluntarily participating in flexible working hours.

Information on flexible working hours (service agreement on flexible working hours, guidelines on flexible working hours agreements, locations of flexible working hours terminals, forms, etc.) can be found here.

All students and employees of Paderborn University, Paderborn Catholic University of Applied Sciences, the Faculty of Theology and employees of Paderborn Student Services have the opportunity to take part in university sports programmes. Please contact the University Sports Centre for information on the extensive range of activities (more than 100 different events), registration procedures, costs etc.

You may only be absent from work on working days with the employer's consent. If this authorisation cannot be obtained in advance, it must be obtained or applied for immediately. In the event of unauthorised absence, the entitlement to continued payment of remuneration may be forfeited.

If you have to be absent from work due to illness, please inform the HR department and your immediate supervisor immediately. This applies to academic staff as well as employees of the central administration. You can use both the ATOSS time management system and the central email addresses provided for this purpose to report sickness

This notification should be submitted by 10.00 a.m. on the first day of illness at the latest. In principle, the expected duration of your absence from work should also be stated here. If your incapacity to work lasts longer than three calendar days, you must provide medical evidence of your incapacity to work by the following working day at the latest. Please use the reporting function in the ATOSS time management system as far as possible, otherwise send us the information via the central email addresses mentioned above. If you still receive paper certificates from your doctor, please send them to the HR section by post only or digitally via the above-mentioned central email addresses. Further details on the reporting system can be found on the website of Unit 4.3.

In special individual cases, the employer is authorised to request a certificate earlier. If you do not participate in active time recording, please report back to ATOSS and to your immediate superior immediately after returning to work following an illness.

If an employee is unable to work due to the fault of a third party, this must be reported to the HR department so that compensation can be claimed if necessary.

Mobile working is intended to create opportunities to make work organisation more flexible in the interests of the department and employees. Employees have the opportunity to take advantage of mobile working under certain conditions. In addition to regular mobile working, there is also the option of situational mobile working, i.e. mobile working in irregular cases of need. Further information can be found here.

The calculation and payment of salaries for university employees is carried out by the Landesamt für Besoldung und Versorgung NRW (LBV).

You will not receive a monthly salary statement. You will only receive a salary statement if there are changes to your payment amount or your personal circumstances. You can find explanations on the salary statement here.

Teaching commitment: The teaching commitment is based on the Teaching Commitment Ordinance. Full-time academic staff on fixed-term contracts - if they have teaching duties - generally have a teaching obligation of 4 semester hours per week. In the case of permanent employees, the teaching obligation is based on the employment contract or the assignment decree (cover letter for the appointment certificate). It varies between 4 and 17 semester hours per week. In the case of part-time employment, the teaching commitment is reduced according to the extent of part-time employment. The subject and content of the teaching duties must be agreed with the professor responsible for the subject area. Contact person in the Human Resources Section: Dunja Denecke, Tel. 5361.

Teaching assignments can be issued for teaching requirements not covered by full-time staff. Teaching assignments do not constitute an employment relationship, but are a self-employed activity. Only the teaching hours are remunerated; preparation and follow-up work are included in the teaching assignment remuneration. As a rule, the total number of teaching assignments at Paderborn University should not exceed 8 semester hours per week. Contact person in the Human Resources Section: Johanna Tepper, Tel. 4103.

Secondary occupations are activities of full-time employees at Paderborn University that are not part of their main office or main occupation. Secondary employment is generally subject to notification and/or authorisation. Please contact your personnel officer. Forms are available on the Central Administration website.

The "Press, Communications and Marketing" office provides the public with information about Paderborn University in the fields of research, teaching, knowledge and technology transfer. It sponsors the national and international visibility of the university and is responsible for strategic communication. The employees publish press releases, articles and interviews, answer press enquiries, create flyers and brochures, publish the university magazine, manage the university shop, are responsible for the corporate design and the official social media channels. They also support and advise university researchers in all matters relating to public relations. The team is the first point of contact for journalists and the media.

Unit 2.4 (Beate Pietsch and Ina Husemann) is responsible for the central room allocation (especially for courses). For special events and meetings outside of the usual courses for which you need rooms for a short period of time, arrangements can be made with Unit 5.2 (Michael St?ppel and Olivia Friesen) (see room allocation request).

Employees who have been allocated an office room are given a key at the key issue desk (Unit 5.2) against the signature of their supervisor on the "Key authorisation" form.

Office hours of the key issue office (unit 5.2.) are mornings from 8 to 10 am and afternoons from 1 to 2 pm.

The employees of the Service Centre of Paderborn University are available to you in the entrance area of the university.

The Studierendenwerk offers you a wide range of hot and cold meals and drinks every day on campus in the "Mensa Academica", the "Mensa Forum", the "Bona Vista" and the "Grill|Café". In Fürstenallee you can get food and drinks in the "Bistro HotSpot".

The Versorgungsanstalt des Bundes und der L?nder (VBL) offers employees in the public sector additional retirement, disability and survivors' benefits.

Anyone who takes up employment in the public sector and fulfils the relevant requirements is enrolled in the VBLklassik from day one. The VBLklassik ensures that you receive a company pension in addition to your statutory pension. Information on basic insurance and voluntary additional benefits can be obtained from the VBL.

Due to the duration of their contract, academic staff on fixed-term contracts are often unable to fulfil the 60-month waiting period required to draw a pension under the VBL compulsory insurance scheme. These employees can therefore be exempted from compulsory VBL insurance. In these cases, the employer must instead establish an additional pension scheme in VBLextra. Pension benefits can be claimed from this insurance without having to fulfil a waiting period. You can find detailed information on special regulations for academics here.
